A producer/manufacturer that is unable to obtain supplies of a material from within the Common Market which is specified under the Origin Rules to be of regional origin should furnish the following information to the Ministry of Industry, Investment and Commerce.

• The tariff heading number(s) and precise description (with relevant technical specification) of the material required;
• The name and address of the producer/manufacturer;
• The quantity and estimated value of the material required;
• The period over which the material is to be imported; (Minimum 3 months/Maximum 12 months)
• The description (including the tariff heading), quantity and estimated value of the goods to be produced and exported within the Common Market from the extra-regional material; and
• The efforts made to obtain supplies of the required material from within the Common Market, and the reason why they are reported to be unobtainable.
