Hazardous Substances Regulatory Authority (HSRA)


The HSRA has the responsibility for administering the Nuclear Safety and Radiation Protection Act, 2015 and Regulations 2019. The Act applies to: possession, acquisition, production, manufacture, processing, transfer, development, handling, storage, import, export or disposal of natural and artificial radioactive material, nuclear material, ionizing radiation apparatus and devices emitting ionizing radiation. The Act also applies to construction of facilities that will use ionizing radiation.

The Authority’s mandate is focused primarily on the protection of people, property and the environment from the harmful effects of ionizing radiation. This includes notifying the public of accidents or incidents involving nuclear and radioactive materials.  Its functions include:-

  • Licensing of activities, practices and facilities which use ionizing radiation sources and nuclear technology;
  • Inspection and monitoring for verification of compliance with the legislative instruments;
  • Regulatory Compliance;
  • Enforcement measures, in the event of threatened or actual non-compliance;
  • Suspension and/or revocation of licenses;
  • Establishment of standards for the protection of individuals, society and the environment;
  • Notification of incidents, accidents and other safety-related abnormal occurrences to government bodies, national and international organizations;
  • Independent communication with the public on regulatory requirements, decisions and opinions;
  • Operational Audits;
  • Liaising with other government or non-government authorities having competence in health and safety, environmental protection, emergency preparedness and response, security and transport of dangerous goods.
