The MSME Division


The Government of Jamaica is committed to strengthening the policy environment for MSMEs. The MSME Division was established in 2016 within the Ministry of Industry, Commerce, Agriculture and Fisheries, with the mandate to facilitate the development of a policy environment, through research, promotion and outreach, advocacy, effective planning, effective monitoring and broad based collaboration through strategic partnerships.

The main objectives of the MSME Division are:

  1. To increase service delivery by the Ministry to the MSME sector

  2. To increase collaboration among public and private sector on MSME related projects, programmes and Initiatives

  3. To improve the financing framework for MSMEs and institutions offering financing to MSMEs

  4. To improve the framework for business development support and capacity building for MSMEs

  5. To foster the development of a Social Enterprise Business Model in Jamaica

  6. To promote and foster and promote entrepreneurship and enterprise development in Jamaica

  7. To improve the linkages framework for MSME participation in the domestic and international markets

  8. To foster the increase availability and access of data on the MSME Sector

  9. Ensure alignment of policy imperatives, and bring attention to addressing cross cutting issues in the sector such as youth, gender, disability, climate change and the environment and public education

The long term target is for a vibrant and sustainable MSME sector, characterized by a model inclusive growth, whilst making a growing and positive contribution to employment, social stability and the general economy.

The Ministry of Industry, Investment and Commerce is described as Jamaica's "Business Ministry." It's mandate is to lead the development of policies that will create growth and jobs, while achieving social inclusion and consumer protection. The Ministry, working its stakeholders is primarily responsible for business policy development, monitoring and evaluation, while giving direction and oversight to a cluster of implementing departments and agencies.

We have, therefore, placed much energy and enthusiasm into the development of this website to provide timely information on the Ministry, our agencies and programmes.
