This Unit focuses on improving and streamlining business facilitation, small business development and promotion of entrepreneurship and industrial export development and expansion. The portfolio also provides an enabling environment for the smooth transition from Jamaica free zones regime to modern special economic zones, consistent with the global trends as international trade patterns are undergoing significant realignment as a result of the geographical dispersed networks that make up an integrated global production system.

It's mandate is to lead the development of policies that will create growth and jobs, while achieving social inclusion and consumer protection. The Ministry, working its stakeholders is primarily responsible for business policy development, monitoring and evaluation, while giving direction and oversight to a cluster of implementing departments and agencies.
