The Micro, Small and Medium Enterprise (MSME) sector is a Priority Programme within the Ministry of Industry, Commerce, Agriculture & Fisheries and remains a priority for the Government of Jamaica. The MSME sector accounts for 80% of jobs in the Jamaican economy and MSMEs contribute significantly to GDP, employment and wealth creation, poverty alleviation, female employment and social stability.
MSMEs collectively face challenges that hinder their growth and development during the entrepreneurial journey. With this in mind, the Government of Jamaica is utilizing a targeted approach to support the growth of MSMEs through creative partnerships and collaborations of Ministries, Departments and Agencies, the private sector and all organisations that support MSMEs.

The Ministry of Industry, Investment and Commerce is described as Jamaica's "Business Ministry." It's mandate is to lead the development of policies that will create growth and jobs, while achieving social inclusion and consumer protection. The Ministry, working its stakeholders is primarily responsible for business policy development, monitoring and evaluation, while giving direction and oversight to a cluster of implementing departments and agencies.
